Linguist, educationist and social activist with extensive teaching, research and advisory experience. Rosa-María Torres del Castillo works currently from her own institute - Instituto Fronesis and is the Regional Secretary for Latin America and the Caribbean of the World Culture Open (WCO).

In Ecuador, she was Pedagogical Director of the National Literacy Campaign “Monseñor Leonidas Proaño” (1988-2000) and Minister of Education and Cultures (2003), appointed by the Pachakutik Plurinational Movement. In Nicaragua (1981-1986), she worked as advisor in the Vice-Ministry of Adult Education and later as coordinator of the Regional Popular Education and Communication Project at Coordinadora Regional de Investigaciones Económicas y Sociales (CRIES). Following the World Conference on Education for All (1990), she joined UNICEF-New York as Senior Education Advisor and editor of UNICEF’s Education News (1991-1996). She was Program Director for Latin America and the Caribbean at the W.K. Kellogg Foundation (1996-98), where she developed the “Learning Community” Basic Education Initiative, which she brought to and continued at IIPE-Unesco Buenos Aires (1998-2000).
