Mr Lo has a Ph.D. in Public Law in New Technologies from the University of the Sorbonne, and his research focuses on e-administration and public law.
After working as lecturer and journalist for many years, he is now Legal Advisor to the Agence de l’Informatique de l’Etat (ADIE - State Computer Agency) for the Senegal Presidential Office.
