Militant in associations and elected person in Brest, Michel Briand is also Deputy Director of Training at the ENST, an engineering school in Brittany, part of France’s Group of Telecommunications Schools.

He participated in the creation of the CRéATIF network in collaboration with the Papi Brestois (public Internet access) and in the work carried out by OTV (the city’s technology observatory). He created and led the city’s “Citizenship and New Technologies” Working Group, which encourages initiatives in Brest (forum and gateway for associations, calls for projects, Brest school network...).

In addition to public access, Michel Briand is particularly interested in public writing, coverage for all territories and information as a public good, which he sees as major issues for information societies.
In contrast to governmental positions on the issue, an open approach to initiatives, creativity, debate, and participation gives a sense to and provides an echo for local projects, while creating a common good. This is the underlying theme to his commitment in the 3CI network for a creative, cooperative and citizen’s Internet.
