After completing his studies in Engineering at the Polytechnique and then in Economics, he began working in the field of human development during the 1970s.
In 1981, he co-founded IBASE - the Brazilian Institute for Social and Economic Analysis - with Herbert de Souza, while at the same time launching the first information system created for civil society organizations in Latin America (AlterNex). He is also co-founder of the international NGO APC - Association for Progressive Communications. During the 1990s, he was member of Brazil’s Internet Management Committee, chairman of the APC Executive Committee and carried out 6 studies on the social impact of the creation of Internet access providers in Asian countries for the CRDI (Canada). In 1998, he was appointed Director of Planning for the Brazilian NGO RITS (Rede de informações para o terceiro setor) which seeks to promote public political debate on issues relating to digital inclusion and to offer Internet services to other civil society organizations. From 2003 to 2005, he was member of GNSO (Generic Names Supporting Organization), an ICANN support organization which represents non-commercial users. From 2004 to 2005, he was member of the UN Working Group on the Internet Governance (WGIG). He also acts as consultant for various international agencies and has written a number of works on social and political issues relating to the Internet.
