All decisions to privatise and award public contracts should be subject to prior public consultation in which social and civic actors can participate.

Context

Since the consequences of these procedures are considerable in terms of managing public property, such decisions should be taken in complete transparency (in particular in countries where decisions are taken in total secrecy) and by associating social and civic actors in drawing up the specifications.
